They've never done delivery report as such, and no plans to, but if you type *0# before the message (the text, not the number) then you get a delivery report and the other person wont see it on their message.
As for call waiting, I've never had a problem with it, although I don't think it works with Pay as you Go, but worth trying either way.

I'm on O2 and call waiting works fine for me too. Daedalus85 works for O2 so I think he knows what he's talking about.

You need to set it up on your phones menu, not through O2 though.

I am on O2 pay and go and i cant get call waiting but you can on contract. Pay and go customers always get second best.

O2 Contract here, turn on call waiting on your phone and it'll sort you out!
Pay & Go users on o2 can't do this, their phones will respond with an error when they try to enable it, and it subsequently won't work.

hi thanks for the input on delivery report. can u tell me if o2 deducts an sms, if i get the delivery report?

No they dont deduct it at all.
