To eleborate on that: because of these pleople UAE residents (as well as expats!) are able to buy food on the local markets..

Very often these people are from the Philipinas and have no rights at all. The only right the have is to keep a low-profile. They are lucky if they just get beaten by UAE police instead of being expelled from the country..
