Get somebody to hold the twat down. Get a piece of piping about an inch across put it up his arse. Next feed some barbed wire through the pipe, then pull the pipe out! He will soon stop making noise! :-);-)

does your local council/goverment have a enviromental department if so contact them about noise polution. this works in the U.K.
