I have to assume that the random capitalization of letters is derived in some way from the way Calvin wrote in the old Calvin and Hobbes cartoon. I assume this, because if they are not trying to emulate the comic then maybe they more retarded than I give them credit for.

I personally use capitalization in one of my AIM names to accentuate the different words that make up the name because I can't use spaces. I find username capitalization to be a different phenomenon from random capitalization in typing.

The primary group that types with alternating lower-upper case is East Asian or overseas Chinese teenagers (To the Chinese, the Han race belongs to China no matter how many generations they have lived in other countries). Perhaps this typing phenomenon is rooted in their rebellion against typing Western letters. When they type hanzi characters (or kanji if you prefer), they never need to think about case or spacing. Since the vast majority of East Asians view characters as superior to letters, they rebel by breaking the rules or rather abusing the rules absurdly. This group would not likely type like this [EvErYoNe iS HeRe} but rather [eVeRyOnE iS hErE], since beginning a sentence with lower case fits the pattern of rebellion. There are applications for Windows downloadable for free on Chinese Websites that make this style automatically so they needn't do anything special. It is always like that.

The other group is wanabes who either prefer East Asian hip culture (GongFu or KungFu if you prefer, TaiJi or Tai Chi if you prefer, angle cut bangs) or who simply have seen this style of typing and want to be 'cool'.
