EU_2 shutter can be silenced for sure, I don't know about EU_1

Yes, EU_1, from the mouth of SE, don't know what more you authority you could seek 
EU_3 can't mute. EU_1 can. |

So is there any way of making it mute the shutter sound when you have EU_3?
I bought mine in Holland, and i cant turn it off.

Simple answer: No.
See a few posts above with the screenshot and highlighted info about the shutter sound:
