Located on Ireland there is an international database called EIR, here is the status of the IMEI numers stored, they can have three "states":
- Whitelisted, ordinary phones that are used by customers
- Greylisted, can recieve calls, but not make calls
- Blacklisted, can't make/recieve calls
When a network provider grey/blacklist a phone's IMEI they change the state in their own local EIR database, then this database is synced with the database on Ireland so that all providers syncing with the international database will have the grey/blacklisted phone in their database as soon as they sync with it. This way a stolen phone can't be used in any country. |

so if I call in my phone missing, I gv the operator my phone number
they find out which phone it's on, black list it, and disable my card?

makes me feel much better knowing those jerks who want to steal my P800 wont get so much as one phone call from it!
either way, I hv a security code everytime the sim is changed

But in wat way do they noe the imei number of the stolen phone tat is being used on another sim card?

Well, I was using a 3210 as a back up phone when I lost it. It had a T-Mobile sim in it and I was using my T300 on o2 but I swapped my T-Mobile & o2 sims around a lot!
I phoned up T-Mobile to stop anything going on my phone bill and they ended up also blocking my T300 (although when I phoned them, they claimed they didn't). Also, they managed to blacklist a MT50 I was using but they admitted to that one and rectified the mistake in about 1 and 1/2 days.
I had to get my IMEI on my t300 changed for it to work again. |

we will not be talking about IMEI changing here on Esato... this action is illegal in many countries since changing IMEI on a phone mean that you are in possession of a phone which have been grey/blacklisted for some reason... if you are the rightful owner of the phone you will talk with you network provider and they can whitelist the phone.

cytech is right, i believe the sentence in the uk is 5 years for changin an IMEI or being in possesion of equipment to do it!
The EIR register has been around for a while now, there was a 'big' publicity thing (Judging by peoples reactions here it obviously werent big enough) about it so people knew what to do if their phone was stolen and also to discourage thieves as mobile theft is becoming a big problem.
The best thing to do is make a note of the IMEI numbers of any phones u have so that in the event of a theft/loss u can get the right one blocked rather than relying on the SP to work out which one it is based on the number used in the phone.
Note that if u have an unlocked phone u may need to contact the original SP to get it blocked. For example if u bought a phone on Vodafone and unlocked it for use on o2 then youd need to contact Vodafone to get the IMEI blocked.

Why is there a 'grey'listing possibility as well? What's the grey area? Wouldn't it be logical to have either a whitelisted (=OK) phone and blacklisted (=not OK at all)
How can there be a level in between and when does a phone get 'grey'listed??

EIR - Equipment Identity Register
The Equipment Identity Register is a database employed within mobile networks. The database holds records for 3 types of mobile; namely black, grey and white. When a mobile requests services from the network its IMEI (International Mobile Equipment Identity) may be checked against the EIR, to assess which category of mobile it falls into. Black mobiles are those reported stolen or whose operation on the network will adversely affect network operation. These mobiles will not be allowed to access the network. Grey mobiles are classed as non-conforming and need to be traced, but may be used on the network. White mobiles are those that conform to requirements set down by the network operator.
JUST FOUND THIS, KINDA EXPLAINS IT.
found something else out too, apparently if a phone is blacklisted in the UK it can still be used abroad on another network. So if your phone is stolen it can be shipped to another country and sold there instead! I didnt know this

Can these blacklisted phones be used abroad like in say Singapore or hong kong or are they blocked worldwide? |

Well, when T-Mobile had been telling me that they hadn't done anything to my phone what did you expect me to do? Just have a T300 that I paid £210 for just sitting there not working while I use a Trium Geo?
I'm all up for the stolen phones won't work thing but seeing as how mine wasn't stolen. And also this incident happened a long time before the "BIG" publicity thing. |
