Because otherwise you'd have a 120FPS video that wouldn't play back right.
Average Joe is going to use this, and their not going to put videos from their phone onto their PC to watch, so the phone has to slow the videos down to 30FPS to make them viewable. What else are you really going to do with a 120FPS video anyway? :/

The opposite of what you see when they're playing old silent movies today. The old movies were shot with a slower frame rate and when played with modern projectors, people move like they've had an overdose of caffeine . . .

I always thought the higher the frame rate the better the picture quality?

No, you said picture quality. That represents colours and resolution. The fps. are motion quality.
And again, no. Like I said, the human eye can differentiate the frames of a video up to 24-30fps. (so it's safe to make quality videos at 24 or higher fps.). 120 fps. is like overfilling the bucket.  |

dont forget the bit rate of a video, its also vital for good quality.
