I would recommend you not to do it by yourself, as you have a artery in your tongue. And I guess you don't want to cut it.
I would say this is kind of a heavy bodmod, and it requires
- good knowledge of human anatomy
- perfect steril environment
- chirurgical skills
You should go to a specialist, even if you have to wait for a travel.
If a friend of yours works on bodmods, has already done it, and you are confident enough in him, well... go on!
I'm sure you can also find some bodmods internet communities for your country, where they would give you far more valuable advises than here.
