I had a problem where I lost (by accident) an old nokia 7110 years ago and orange locked it.. I got this phone handed back to me and when I called orange they unlocked it again so I had 2 I was so impressed by them that ive been with em ever since

Hmm... interesting stuff.

What happens if someone buys a phone from a place like eBay and they find it's been blacklisted? If the seller doesn't offer a refund can the buyer still get the phone unblocked by contacting the network he wants to use it on?

no mate. if a phone has been barred as stolen it is not getting unbarred again (unless it is by the rightful owner). however, you would have a legal case against ebay and the seller for trading stolen goods.
they don't make them like they used to

i have had a phone that was barred from the orange network given me as a replacement from a service centre before now. It was NOT an SE phone though. The said network removed the bar on the handset, no questions asked, This was a little over a year ago though.
