yeh this works because digital cameras all pick up stong IR light. They all have an IR filter just infront of the actual lense though. If you open up your camera and take out this filter then your camera will pick up even weak traces of IR light. Now add a thick black filter infront of it like couple of layers of that found on the pure black parts of camera film and your camera will pick up almost only IR light. So then, to your camera, a light room will seem pitch black unless theres IR light around.

this is normal for all cameras...

personnaly I used this way to test the remote functionality if battery goes down, or the remote it self has been damaged

lol, I just point it at the television and if it doesn't work then i know the batteries need replacing.
