UK people can't get Gmail account anymore, so you should make sure your country is like USA, then change it to UK after you've registered

no.
They let the people who got the gmail accounts BEFORE keep them.

edit: new UK users (or Euro users I'm unsure) will now have googlemail.com not gmail.com
