There are 2 possible reasons:
1. Weak 3g reception, which causes your phone to switch to gsm
2. Your network doesn't support video call

yup...why don't u check wif ur network provider and it's unlikely a hardware/software problem

you must have a call number service from your isp
to use video call not from call menu from phone
