T-Mobile USA only works in the USA, but the best deal for them is to buy them off eBay. With one of those you can get over 200 minutes preloaded for less than $25 dollars. T-mobile however doesn't allow roaming even in the US on it's prepaid accounts so you may need to check your coverage before deciding.
