According to people at TV Licensing, the key it seems, is whether a TV programme is broadcast at the same time as it is becomes available via a mobile handset or on a PC via a broadband connection. If it's not, then no licence is needed. If it is streamed live, or almost live, then it is.

Funny you chould bring this up.
Here in Norway the TV licence thingy has just been a big issue for 3G.
The norwegian govement had decided there will be a TV licence on 3G phones if you don't have a TV at home. That means the adress the phone/SIM is registered to.
(I wonder how many buying a 3G phone hasn't got a television... )

If you own TV licence for your TV’s at home (or owned buy the head of house…etc) then I would of thought you would be covered.
Personally I think the TV licence should be scraped, its only the bbc who charge us isn’t it? Plus surely the TV channels (all almost) are minted now thanks to the f’ing crazy frog adverts!!!
