You just need to create a GIF file (101x80 pixels) in Windows Paint, Paint Shop pro, Photoshop etc. Send the file to your phone by PC connection or put it on the internet and download by WAP.
If you want to animate the GIF, you will need one GIF image per frame of anumation. Use Microsoft GIF Animator (free download from Microsoft) or Anumation Shop (download trial from JASC Software).
