Power seller means nothing these days, you can be one for selling over a certain number of items .. it used to be based purely on how much you took but not anymore.
Look at his selling feedback, he has been a member for around 6 months, selling mainly razor blades and other cheap crap (quantity to become a powerseller) and now he has got that status he goes in with the scam .. clever stuff.
He has also taken paypal on every auction up until he started selling high end phones.
Total scam.

And to top it all off the only method of payment accepted by the seller is bank wire so no paypal security..Scam indeed!
