Is the mobile java software that will allow you to take a photo on your phone at a high resolution and then if you need to send it to someone with a lower res phone you can resize it on your phone, saves you downloading it to your pc. |

IIRC, there will not be an application of this nature available as the Java apps cannot access the phone's file system.

It's not much use, but it's the way it is, I can't change that! 
As I'm sure you already know, the best way is to put them onto your PC, adjust the quality, and put it back on the phone. Not much help on the move though I guess...
