Airtel sims dont have pin2. Is there any way i could use the fixed dialling, since it needs a pin2?

It does have pin2. With the knowledge of pin2, we can change our tariffs to whatever we like. So it is never given out. They are told to tell pin2 does not exist.

You need a police certificate and proof on why you need pin2.

There is a call cost section under call timers, right? You can "set tariff" there.

mate i m using airtel and have pin2 no it must be in ur sim my pin2 no 1234 or may be 0000 and try on 4321 i think ur pin no 1234 try this every sim have pin2 no.
