Yup, get a server with the correct mime types and start building .wml pages or xhtml and you will have your wap page.
The subject is too long to explain in one post, you will find every information you need here and on google on how to start your own wap page.
Others might reply with links to "automated" wap page creation sites (I don't know any)
Btw, better refrain on the posts cause most of them have been answered and a simple search gives you the answers to all of your questions ! Just a tip
