There are 2 mobile networks in Malta
Mobisle Communications Limited (go mobile) (GSM 1800)
http://www.go.com.mt
and
Vodafone Malta Limited (GSM 900)

For the best network, I believe that they are both extremely good, the best thing to do is when you get out there see which one you phone picks most of in bars, clubs, and in the hills. This will give you a better idea. Also check the costs between them both and what they have to offer.
What may be good for one, may not be good for a other.
Good luck too

I went to Malta last year on holiday and took my mobile. It tended to jump between the two networks about equally, perhaps Vodafone had a slight edge signalwise in the Valetta area where I was based. Go Mobile though also had a good coverage, I'd say that coverage wise there's little to tell between the two networks in what experience I had.
