"CrowdSurfer" is a Bluetooth implementation that allows people to connect with each other when they are within Bluetooth range. Using the software, you set up who you are looking for... friends, family, people with similar interests etc. and it will alert you when you are within range of these people.
It is built to run on Symbian Series 60 operating systems but will run on any phone that has J2ME Midp 2.0 and JSR-82 and of course Bluetooth. Much like other social networking products, its success will rely entirely on how many people use it. A demo on how it works can be found here.
