When you resize the pic, (e.g. when using photoshop) you might get a blurred image. The quality is especially bad for photos so you'd have to sharpen the image first (I use the unsharp mask filter in photoshop). Then bring it to a gif file, compress the size further if needed, then transfer to your phone and yiou've got your near perfect quality pic!
