Yes the K700 uses mp3 ringtones UNLESS u have bought it from Vodaphone as they have kindly removed this feature from their shitty branded firmware!

Presuming that you are talking about a phone that can use mp3 as a ringtone...
download mp3splitter and cut it to size.

There is a way but I don't know it as I won't buy Voda.
