Off-peak calls are calls made between 7pm and 7am weekdays, all weekend and Bank Holidays. (think thats the same time for text's too?)

You can use them between 8pm and midnight.
edit: the above is from Orange Ts & Cs, which I just thought I'd add as the conflicting responses will no doubt confuse you!

off peak is 7pm to 7am.
if your on about the new evening mins promo well then its 8-12pm as said by some dude!
