Is it best with the battery fully charged (but turned off) or fully discharged?

I suggest you just take the battey off. It does not matter if the battery is full or not, it will drain it self out aftera while. Just store the phone and the battery as searate items.

Lithium Ion/Polymer batteries decay due to heat!
Any temperature above 35*C will gradually destroy it.
From what I know the best is to put the battery in the fridge, I'm serious.
