Sounds like you've got a background program running that won't allow the shutdown/logout to complete.

With no obvious programs running, load up ~/Applications/Utilities/Activity Monitor and have a look if there's anything there that could be causing it.

If there is, try Quiting that process and see if it will shut down.

There's more you can try too, but try that first and let me know whats there.

Check your Library/StartupItems folder for things you don't want running. One of them may be the culprit.

Also, try repairing permissions on the starup disk with ~/Applications/Utilities/Disk Utility.

In the left panel, click on the boot partition, in the First Aid tab click "Repair Disk Permissions".

That often sorts out 101 minor problems.

Yep, that's what Quitting a Process in Activity Monitor is the equivalent of on a Mac.

Yeah, if you can work out a way of getting the list into an easy readable form I'll compare it with mine. I tried exporting the list on my Mac, but it comes out as a .plist file which is impossible to read!

Maybe a few screengrabs of the window?

why don't you just force-restart.
resistance is futile.

Force-restarting doesn't solve the problem for good. Next time he wants to shut-down or log-out it does the same.

If it was some background process, the Mac would have given some notice/alert message when he tried to shutdown. So I suspect there's really some problem other than unterminated operations. I would try to force-restart, and reset the PRAM (or something like that). I would also try to check for possibility of conflicting Extensions/Plug-ins.

Just an ammateur's suggestion.
