stickys can be useful but I think they are rarely seen.

To see stickys you have to actualy click on the forum name that the sticky belongs but I suspect most regular members use Esato like I do, by clicking the "new posts" at the top of the screen to see what is new since they were last logged in and thus bypassing viewing the stickys.

I've often though that stickys should also be displayed in the "new posts" view too

however while I am sure suggestions for sticky threads can and are often posted, we wouldn't want too many otherwise our screen would be full of sticky threads before any new posts we actually want to read

a way around this can be having one sticky thread such as the "Answers to the most common questions on Esato Forums (FAQ style)" which in turn links to many useful threads

My votes are still with the buyers and sellers feedback thread to be made sticky. It should be highlighted more me thinks
