The literacy rate in india is very high,and indians are generaly very fluent in english as its the national language of india so i dont think they can make a silly mistake such as this!..proberbly means what it says!

There are very much bears in India and as axxr says the litreacy rate in Southern India is about 98% I reckon this picture must be of some other parts like, Central India...
