Almost the one third of Romanian use mobiles and the local market of the mobile telephony is developing rapidly. However in a country where the average salary remains around 140 Euros/month, the cost of connection/contract continues being a suspensive factor. A study by the "Forum for the Future", the British organism of recycled sources, and Shields Environmental Plc, which is also a British company of recycling, subsidiary company of Vodafone, confirmed the possibility that used mobiles can be disrtibuted in order more and more people to have a mobile phone.

Researchers realised that Romanian are willing to spend the bigger part of their salary in relation with any other country of Western Europe in mobile telephony. The average income per customer for mobile companies in Romania, is very little, under half of the corresponding number for the countries of Western Europe, the moment where the average salary is hardly the 5% of the corresponding Western European salary! As it happens in most markets, thus and in Romania the pre-paid telephony is much more popular than contracts. 65% of subscribers of mobile telephony in this country prefer pre-paid mobiles.

The second hand models at this moment are imported from UK, Germany and Italy and cost considerably less than a new one. More specific the prices oscillate around 30 Euros (plus other 8 Euros for a SIM card ) while new begin from 75 Euros! It is estimated that at least 250000 used mobile telephones in very good condition were only imported in Romania in 2003, percentage that corresponds in 10% of appliances that was sold totally last year. Connex, collaborating company of Vodafone in Romania works with Shields in order to implement a program of withdrawing used appliances. Moreover Shields has build in Romania a small factory which "renovates" 40000 appliances per month and occupies 100 individuals personnel.

That sounds a lot like the scheme called fonebak, whereby used mobile phones can be handed into participating dealers, for refurbishment and re-use in developing companies
