What also makes me suspicious is the poor english from someone selling a UK-based 'product'  Looks like a cut and pasted email too.
Making your dial - up 40x faster with a downloaded bit of software? 
Probably just wants to sell your email addresses to spammers and get people onto some daft pyramid selling scheme.
