"...not to anyone, but to an eldery citizen than can dial someone for an emergency". This is the idea that took place in an original program of recycling in a way the old, but still functional, mobile phones from the Authorities of Shelby in the state of Michigan,Usa.

So, in special constructed boxes that are placed in the entrances of all police stations, anyone can leave any mobiles, chargers etc. Then the police gives them to social services, where technicians erases all the contacts etc that may be left in the memory, matching chargers with mobile phones, and fixing them if needed. Then the mobiles are distributed to eldery people or patients that live around the area, so in any case there is an emergency they can call the authorities for help.

So far around 500 mobile have been delivered and the program is going to be expanded in churches and public services as well.

Since the price of old mobiles is almost to zero there is no fear of trading mobiles or using them for spare parts.

great idea. ive given a /// away to my grandparents nextdoor neighbours, no sim, but just to keep by there bedside for at night etc...

Thats exactly the way the mobiles are given away, with no sim included. So they can dial 911 in the US and 112 in Europe. I believe is a great idea to implement in Europe as well.
