Could be a firmware problem - take it to your nearest service centre and ask them to do a firmware update. If there are no service centres near you, sometimes either smaller independant or the large chains of phone shops will do it for you.
If the phone's less than a year old, and it's under warranty, it will be done free of charge at an service centre, so it would be worth finding one.
