For example the best part of the mortal combat tone is about 15 seconds after it starts. Are there any programs that allow you to but out the bad bits

There is but i can't remember what i used. Had a bob marley tone which was whole length of tune and i had shorten it.

The easiest & most convenient (as it's mobile with u) is Ringtone Studio for Px00.
The one drawback of course is that it requires u to have a P-Series

you can use PSM player 3 or higher to cut a part of a ringtone.
you can use Ringtone Studio in symbian series as well.
