how can I tell if the IMEI is locked on my t610, and is it unlockable.

Yeah after that go to Sevice info then SIM /lock. Unless im very much mistaken

Hi the SIM lock page says all are unlocked and all have 5 lives left. What does this mean

The phone is unlocked. The 5 is something to do with the locks? i think, its not lives.

I think you've got the same problem as me - a phone that's probably been blacklisted! If that's so, there nothing that you (or me!) can do about it!

I'm think the 5 is the number of tries to get your phone unlocked (who ever unlocked it had five more tries before the phone was permanently locked)

First, your IMEI cannot be locked. It is like your phone's fingerprint. Second, your phone IS unlocked. Last, the number 5 means you have 5 tries to unlock your phone, but it's unlocked, so don't worry about it.
