HP's 'Troy' concept is an attempt to show how modern software and hardware technology could be combined to turn a regular PC into a communications platform. Although it's impossible to tell exactly how useful the secondary interface console at the bottom would be to actual communicating, I'm no hater of buttons and knobs, so if HP decides that it would be more useful to have a separate videoconferencing button on the bottom that's fine by me. I am going to have to take issue with the lack of keyboard, though. That would probably make life a little harder.
HP is "keeping mum about when Troy systems might ship," which is more than likely due to the fact that, if this article is anything to go by, they aren't doing a very good job explaining why we need something like this concept PC in the first place.
