that's only for carriers that ATTWS has a roaming agreement with AND, and it is controlled roaming. Its NOT roaming on any carrier, rather, its "whereever you are allowed to roamn, there will be no charges"

Haven't you guys been able to do this? I have a T-Mobile National plan and I've never been charged for roaming. The only networks I cannot access, so it seems, are 850 mhz networks as I have a P900.
Can someone verify this?

Yes, I can verify this. I am a 5 year T-Mobile customer and have never been charged roaming on other networks. Yes, you cannot access AT&T's 850 network because you phone does not support that band. However, I have used my t-mobile sim card in an unlocked t226 and it roams on AT&T's and Cingular's 850 network just fine, no charges on my bill.
No charge roaming is old news for T-Mobile customers.

dude as i said on my post above, we've been able to do this with cingular for years. i heard it's because at&t had an agreement with cingular. again, this was years before they bought at&t wireless

Yes, it is. I roamed a while ago in Michigan, up by Canada, using something called "Einstein". When checking my bill, I saw that this time (at least 4 hours) was not billed, but registered as my included minutes.
