well....... erm..... do you mean an agreement so that you can roam on your contract on your phone when travelling? Coz this is solved (usually) by a phone call to your operator.
or do you run a network and wish to close a deal with another network?

The later, i wish to close a deal with operators to allow our customers to use there network.
