hmm ... no.
You are charged higher rates when on roaming (ie in another country where your SP has special arrangements so you can use their phone network). Or, you can try a local prepaid/pay as you go SIM card if you're not really expecting a lot of calls - a bit cheaper but you won't have the convenience of retaining your home country mobile number

Couldnt you just buy the phone in another country- then unlock it, and use it with any sp?

In addition to what GOwin explained.
Basically, two service providers are going to charge you for all your phone calls, text/picture messages and GPRS/WAP usage. The first would be the SP of the country where you bought your Phone/SIM and the SP of the country where you are currently using your phone (roaming).
That is why (as GOwin stated) you are going to be billed at a higher rate.

East coast-yes,u can buy unlocked/openlined units from other countries & use it w a contract or pay as u go sim

Ok so for example, if I live in Mexico, and i bought a cell phone from US; and i use it here in Mexico on local calls and SMS and everything, i just need to change SIM card: Will they charge me the same if i bought a cell phone over here?

To follow up on what Jowi has said - Where u buy ur cell phone is irrelevant for ur cell phone charges.
What is important for charges is the service provider u register (sign up) with and what plan u have with that service provider.
So for example, if u register with a US provider and then travel to another country outside the US and use the the US sim card, then you will be charged the international roaming rates for that US provider, even if ur call is back to the US.
Why? The towers in the foriegn country do not belong to the US provider and so charges will be assessed by the foriegn tower owners to transmit ur signal back to the US or within the foriegn country. The US provider has to cover both the US charges and the charges for use of the foriegn towers.
