No.
Both pa- and maternityleave here in Norway are paid leave.
Mom gets 12 months with 80% income.
Dad gets 5 weeks fully paid.
The system is built to work like this:
Mom has 1 month before the baby is born and 11 after.
Dad gets 1 week after the baby is born and the last 4 weeks before the babys' 1st birthday.
The clue is that the moms'12 months is in fact counted as a working year soshe gets 5 weeks holyday on top of all this. Ie: most parents do in fack have the last 4 weeks together and often use them to go away on a long holiday.
Me and my wife went to Spain for a month at the end of her last maternityleave.
And, as an extra bonus to all this, the airline companies don't charge for kids under the age of 1 on the trip out in a return ticket. So the kiddie can actually be 50 weeks old on the trip out, celebrate it's 1st birthday somewhere nice and warm and travel home at the age of 1+ a coupple of weeks for free.
We did that and loved it!

Permisjon = leave of absence = permission to be absent from duty or employment
