"Dapat Fluent" means "should be fluent"... I guess he didn't realize he was talking to a guy from Norway and was posting part of his message in Tagalog.

regarding salary, a good decent amount, i am not allowed to quote the exact actual amount but i am allowed to say that it is well over 10k a month. ( checked this out with HR, and yes i am allowed to quote this)
