Gave up and reverted back to XP. Have a Microtune USB BT device and tried a number of BT Neighbourhood apps but none recognised the device.
I could install the USB BT Device and it seemed to be working but that was about as far as it went.
I lied - everything seems to be even worse - the software installs but still refuses to kick off AHHHHH!

to the best of my knowledge windows 2003 does not support bluetooth at all.
