Is the IR port on the laptop activated? If not, you will have to turn it on in BIOS
[EDIT]
If it's activated, make sure you have activated the correct COM port (used by the IR on the laptop) in the Mobile Phone Monitor found in the control pannel

there is no software to instal. infrared works automaticly. since you got your laptop from toshiba, the infrared should be up and running at all times. just find your laptop's sensor, make sure you activate the ir on the t610, now align the two sensors and you should see a little icon appear on your taskbar and desktop. you can use these, but what i like to do is just right click on the file you want to send to the phone, go to "send to" on the menu that appears, and then click "near by computer". then the phone will ask you to accept this and you click yes. no extra software is needed, it is all done in windows.
quote from the manual: "note: if you are connecting to a pc, make sure your pc has activated infrared communication (Start, Settings, Control Panel, Infrared, Options tab, Enable infrared communication.)"
if all of this doesn't work, you will need to enter the bios and change the UART mode selection of the second serial port to IrDA.

If you're asking how could a bluetooth phone be connected over infra-red, then the answer is no, it can't be done. You can only connect bluetooth to bt and infrared to ir. To connect your motorola, buy bluetooth dongle (about 15euros).
