does anyone know of any suitable software that can be used to enchance the quality of an image taken from the T610 camera? |

You can't enhance something that is not there. I am not saying that T610 has bad quality. What I am saying is that it's impossible to increase the quality of an image (no matter what was used to take it). What you can do is adjust contrast/lightness/saturation or use other retouch methods. Adobe Photoshop is a perfect tool for that.

unfortunately photoshop is quite expensive for the average user who wants to simply try and improve on digital pics.
I personally use Thumbsplus from Cerious Software which has specific processes for cleaning up digital camera pics and also for jpegs.
My wife, who is a bit of graphics expert, does use photoshop but often finds features in paint shop pro useful for such cleanups too.
