Do a search for "I did something naughty" Ajack has written a bluejacking document on this subject. To briefly answer your question, yes the "victims" phone must have bluetooth activated and the phone set to discoverable or visible, depending on manufacturer/model. General rule is 7650 phones bluetooth is on as default, and visible. To bluejack, go somewhere where you are likely to find alot of mobile phones, like a mobile shop. This is where I have found most success.
The easiest way to send stuff is to setup a contact in your phonebook, like "Nokia suck". When somewhere that you want to find a victim, go to main menu, connectivity (bottom left icon (picture of 2 phones)), bluetooth, my devices then new device. The phone then says "Make sure the other device is in the right mode for this action". It will then search for devices, and you'll see a list of what< if any, it has found at the end of the search. Oh one good tip, if you want to remain undetected, ensure in bluetooth options, visibility is set to hide phone. Don't try and pair the devices, instead go to the contact you created, then proceed to send contact via bluetooth. The phone wil search again, show the list of devices its found, then you just pick who you want to send it to. The best one I found was in a phone shop that had a Hewlett Packard printer with bluetooth, it was there with a P800 and 3650 on the other side of the shop, demonstrating to whoever was interested how things could be printed by bluetooth. I have a great picture of a teddybear sat on a vacuum cleaner getting a blowjob from it. I save it at vga size (sent to phone from pc via IR) and keep it to send to such things as bluetooth laptops printers and so on. That was one of the funniest bluejackings I've done. So all that remains for you is to find some victims and enjoy yourself!
