1.) Cool.Edit.2000.v1.1
2.) Cakewalk.Audio.Pro.9.03

To use wave files as ringtones they need to be:
8000 Hz, 16 bit, mono
I use Cool Edit Pro 2.0
In this program (probably the same with cool edit 1.2 and pro)
Go into Edit ---> Convert sampletype
TADAAAA!

I use Creative Labs Wave Studio.
Get the Wave file (if you are using anotehr software, use the equaliser to reduce some of the BASS and TREBLE - Wave STudio doesnt do that for you)
Normalise the wave file. (increases/decreases the volume to optimum levels)
save as:
22Khz 16Bit Mono
IMA ADPCM encoding (not Microsoft ADPCM, it doesnt work)
its the IMA ADPCM which really compresses the file down well, and there is really not a lot of "loss" by doing so.
I have 30+ second wav files at 250 - 350 kb.

Doesn't matter which program you use (I use SoundForge)
Just DON'T save it using either PCM or ADPCM formats if you're trying to save space. Use 22khz, 16-bit WAV, saved using the GSM 6.10 compression. It will shrink a normal WAV file almost 1/10 of its original size while maintaining most of its clarity. |

very good point...BUT the GSM codec is not on all computers. Also it does loose a LOT of quality. Its ok for simpler "vocal" sounds. but for music. IMA ADPCM give a better performance.
Trust me i tried all of them
plus not eveyone has expensive sound editors Wave studio is available for every SoundBlaster Live Audigy, and earlier.
The IMA ADPCM is usually installed as part of windows. and even SOund Editor in windows can save to that format.
