You do need some knowledge on WAP and WEB-design/programming.
And of course, You need a place to upload it.
If you already have a website i.e. on your internet-providers server, You might want to ask them about wap/how to upload, and if its possible at all on their server.
Some offers the possibilities of i.e. pictures on wap,..others dont, allthough this mainly goes for the places, where you can get/build a free wap-site.
(my internet-provider offers a free homepage, yours might do so too).
