plug it in(hope it's usb), skip installing driver, manually install the driver from the disc...

Actually if it is a USB device then you want to install the drivers before you plug it in.

But it will be the best if you plug it in b4 testing device, otherwise it will interupt the IRQ

What are you talking about?
USB devices should not be plugged in before you have installed the drivers. This is often brought to your attention with an insert in the packaging of the device or by means of a cap over the USB plug.
You cannot test the device without it being plugged in and the IRQ has nothing to do with this.

Sorry, but it does...
Last time when I install the Irda on USB, for some reason the Irda has interupted the LAN adaptor, since I can't manually alter the IRQ in XP, I've got to plug the LAN adaptor onto another "slut"

The reason that you cannot edit the IRQ table in 2000/XP is because they have far more support for handling IRQ conflicts than older OS's so this is actually a very rare occurance.
The reason that you install USB drivers before you plug the devices in is because if you dont, one of three things can happen:
-your OS will have a fit because it doesn't recognise the device.
-your OS will install a working defualt driver for the new hardware.
-your OS will install the wrong default driver for the new hardware.
Therefore you install the drivers first so that when you plug the device in the OS will know what to do with it.
