I guess ur t39 is simlocked to a certain network.Very few has a software that can unlock a t39

Call up your network provider and make a big stink about the fact that you travel internationally and need a local phone number in the countries where you travel to. Tell them you need to be able to put pre-paid SIMs in the phone when you travel abroad. They should understand that and give you the unlock code. In the USA (with VoiceStream), this is no problem.
