even though you have the auto date and time feature set to active in your phone your service provider has to offer the feature through what is called a switch. A switch is basically a large and expensive computer that the provider uses to route calls and verifiy that authorized users are initiating calls through their network. If the service provider doesnt support the feature on their network it will not work unless you roam on a provider that supports it. It seems your provider doesnt. Switches cover different areas of a wireless network for instance there are multiple ones that cover a US carriers network. That way when you travel through a different timezone i.e. Central time to Eastern the switch reads you are in a different time zone and changes the time and in some cases the date in the phone.
