I conducted a search and I was unable to find any software that enables you to take a snipett of some music to use it as a WAV ringtone instead of the whole file. COuld anyone please help?

u can get a program called UnPhuck which allows you to cut up MP3s into smaller parts, then get a program like PowerMP3 Convertor to convert it to a WAV file for use as a ringtone

Anybody who has a creative labs sound blaster can use creative wave studio(bundled with most sound blasters I think).
It's fairly good. Not to good with mp3s though..

Nero 5.0 has a wave editor in it that is very simple to use.
